MEET KEITH 

Senator Wagoner was appointed to the State Senate on January 3, 2018 by a unanimous vote of all seventeen County Councilmembers and County Commissioners from King, Snohomish, and Skagit Counties. He was elected to the remaining term in 2018 and served in the 2019 and 2020 legislative sessions.  He was re-elected to a four-year term in 2022 and currently serves as the Minority Whip. He also sits on the Senate Ways and Means, Law and Justice, and Agriculture and Natural Resources Committees.

Keith grew up on a goat farm in Alger, Washington, graduating from Burlington-Edison High School with the Class of 1979. He attended Washington State University until receiving an appointment to the United States Naval Academy, Annapolis, Maryland in 1980.  Graduating from Annapolis in 1984 with a Bachelor of Science degree in Physical Oceanography, he was commissioned a Second Lieutenant in the United States Marine Corps. After completing Marine Officer Training at Quantico Virginia, he accepted an inter-service transfer to the Navy flight training program at Pensacola Florida, earning his pilots’ Wings of Gold in 1986.

As a Naval Aviator, he flew CH-53E Super Stallion and CH-46 Sea Knight helicopters in resupply, Search and Rescue (SAR) and MEDEVAC roles over the next 23 years of his career. Keith and his wife Wen were stationed in (Sicily, Italy), (Okinawa, Japan), (Guam, USA), (Seoul, Korea), and (Tokyo, Japan) among many other stateside duty stations.
Keith retired as a Navy Commander aboard the Aircraft Carrier USS Lexington, in 2007 and returned to Skagit County.


Prior to his election as Mayor of Sedro-Woolley in 2016, Keith served 5 years on the Sedro-Woolley City Council.  He holds a Master’s Degree in Global Leadership from the University of San Diego.

Keith is married to the former Wen Lee of Taipei, Taiwan. Wen is a graduate of Ming Chuan College (now Ming Chuan University) and the University of West Florida with degrees in International Business, and Communications and Advertising respectively.  The Wagoners have three children: Chyna, is a former Captain in the U.S. Army and a Doctor of Veterinary Medicine graduate from Cornell University; Ming, is a Washington State University (Edward R. Murrow College of Communications) graduate in Strategic Communications; and Thor, a Navy Lieutenant J.G.  and United States Naval Academy graduate with a degree in mechanical engineering; currently flying the P-8 Poseidon out of Naval Air Station Whidbey Island.
